District English Language Advisory Committee (DELAC)

Each California public school district, grades K - 12th, with 51 or more English learners must form a District-level English Learner Advisory Committee (DELAC). 
 
CUESD's DELAC is a group of representative parents from our elementary and middle schools whose children are English Learners. The DELAC's purpose is to advise the district on programs and services available for their students in order to achieve academic success. 
 
All parents are welcome and encouraged to attend our DELAC and ELAC meetings to learn about our programs and services to support our English Learners.

DELAC Responsibilities

DELAC Responsibilities

  1. The DELAC, or subcommittee on English learner education, shall advise the district's local governing board (e.g., in person, by letters/reports, or through an administrator) on programs and services for English learners.
  2. The DELAC shall be responsible for advising the district's local governing board on the following tasks:
    1. Development or revision of a district master plan of education programs and services for English learners, taking into consideration the Single School Plan for Student Achievement. 
    2. Conducting a district-wide needs assessment on a school-by-school basis. 
    3. Establishment of district programs, goals, and objectives for programs and services for English learners (e.g., parental exception waivers and funding). 
    4. Development of a plan to ensure compliance with any applicable teacher and instructional aide requirements. 
    5. Administration of the annual language census (e.g., procedures and forms).
    6. Review and comment on the district's reclassification procedures. 
    7. Review and comment on the written notifications required to be sent to parents and guardians.

English Learner Advisory Committee (ELAC)

ELAC is a committee composed of parents, staff, and community members of each Corning Elementary School site and is an important school site advisory committee. 
 
English Learner Advisory Committee (ELAC) promotes a meaningful connection between parents/guardians of English learners and school personnel. The main purpose is to create a forum for open, culturally responsive exchanges on topics important such as:
  • District programs and services
  • District's Local Control Accountability Plan (LCAP) 
  • EL student achievement
  • ELPAC testing and reclassification criteria
  • The importance of school attendance
  • Parent education classes and involvement
Each ELAC meets 2 times per year with district administrators and staff.
